Below is a list of all currently certified, previously certified, decertified, suspended, and restricted auditors. Auditor searches can be customized by location and certification status.

Each PREA audit must have one lead DOJ-certified PREA auditor who is responsible for the conduct of the audit and all work products. A lead auditor can employ other DOJ-certified PREA auditors to function as secondary auditors or support staff who are not DOJ-certified auditors. However, it is important to know that auditors who have been decertified or who are on suspension may not participate in PREA audits, nor as an agent of a PREA auditor. (See 34 U.S.C. §30307(e)(8)(B)(i).) An auditor with 'Restricted' status may need permission from the DOJ PREA Management Office to initiate new PREA audits or complete PREA audits in progress.

Agencies and facilities, as well as DOJ-certified PREA auditors seeking audit support staff, are strongly encouraged to check the list for the names of auditors who have been decertified and auditors who are suspended, to ensure that the selected auditor and support staff employed by the auditor are eligible.

Note that auditors who voluntarily surrendered their certification or were not recertified when their three-year certification expired are still eligible to participate in an audit as an agent of a DOJ-certified PREA auditor.

Kristi is a U.S. Department of Justice certified Prison Rape Elimination Act auditor, dual certified in 2015 to audit adult and juvenile facility types. She is also the CEO of the consulting firm Justice Matters, LLC. Kristi has conducted a number of PREA audits and was selected by the National PREA Resource Center (PRC) to participate as a training auditor with the Auditor Field Training Program since 2018. Kristi also provides training and technical assistance to the field as assigned by the PRC.

Kristi is a correctional professional with 32 years of service with the Wisconsin Department of Corrections (DOC) retiring in 2019. From 2011 - 2018, she served as the WI DOC’s Director of the Office of Detention Facilities (ODF) and the agency’s Tribal Liaison. The Office of Detention Facilities has statutory authority for the regulation and oversight of local detention facilities including; county jails, houses of correction, secure juvenile detention centers, unlocked Huber facilities and municipal lockups (over 130 facilities).

Monica is a seasoned professional with over 17 years of experience in public safety, criminal justice reform, and investigative services. She currently serves as a Compliance Analyst for the Office of the Executive Secretary, Department of Judicial Services (DJS), where she supports Specialty Docket Services and drives initiatives that enhance accountability and system-wide compliance.
Prior to her role at DJS, Monica worked at Impact Justice for the National Prison Rape Elimination Act (PREA) Resource Center, where she supported federal, state, and tribal confinement facilities nationwide. Her work focused on strengthening the PREA audit process, fostering culture change, and delivering training and technical assistance across jurisdictions. As the PREA Coordinator for the Virginia Department of Juvenile Justice, Monica led statewide efforts in PREA implementation, compliance strategy, policy development, and stakeholder engagement.
Earlier in her career, Monica served as an Investigator and Outreach Specialist with the U.S. Department of Justice, Civil Rights Division, Special Litigation Section. There, she contributed to national investigations aimed at protecting the civil rights of individuals in confinement and promoting constitutional policing and correctional practices, which deepened her commitment to justice system reform through collaboration and strategic planning.

Anthony Dodd currently serves as the Deputy Superintendent of the Milwaukee County Community Reintegration Center (formerly known as the House of Correction), where he oversees multiple divisions, including Programming and Training. With over 27 years of experience in corrections and reentry, he brings deep institutional knowledge and a strong commitment to public safety and rehabilitation.

Beginning his career in 1999 as an Officer at the Milwaukee County House of Correction—the largest jail in Wisconsin—he quickly distinguished himself through leadership and dedication. In 2009, he was selected to become an Instructor for the DOTS Program under the Milwaukee County Sheriff’s Office. The following year, he was promoted to Lieutenant and assumed responsibilities as the Field Training Officer Commander and the facility’s PREA Coordinator. In these roles, he successfully implemented and refined numerous PREA-related policies and procedures.

In 2013, he was chosen to join the Internal Affairs Division as an investigator, where he provided subject-matter expertise on PREA compliance and investigations. His contributions have consistently supported agency integrity, transparency, and resident safety.

He holds a Bachelor’s Degree in Sociology from the University of Wisconsin–Parkside. Known for his professionalism, experience, and collaborative approach, he is widely respected as a trusted leader in the field of corrections and reentry.
