Auditor search

Below is a list of all currently certified, previously certified, decertified, suspended, and restricted auditors. Auditor searches can be customized by location and certification status.

Each PREA audit must have one lead DOJ-certified PREA auditor who is responsible for the conduct of the audit and all work products. A lead auditor can employ other DOJ-certified PREA auditors to function as secondary auditors or support staff who are not DOJ-certified auditors. However, it is important to know that auditors who have been decertified or who are on suspension may not participate in PREA audits, nor as an agent of a PREA auditor. (See 34 U.S.C. §30307(e)(8)(B)(i).) An auditor with 'Restricted' status may need permission from the DOJ PREA Management Office to initiate new PREA audits or complete PREA audits in progress.

Agencies and facilities, as well as DOJ-certified PREA auditors seeking audit support staff, are strongly encouraged to check the list for the names of auditors who have been decertified and auditors who are suspended, to ensure that the selected auditor and support staff employed by the auditor are eligible.

Note that auditors who voluntarily surrendered their certification or were not recertified when their three-year certification expired are still eligible to participate in an audit as an agent of a DOJ-certified PREA auditor.

Heather Burgess (she/her) is an Empire Fellow at the New York State Office for the Prevention of Domestic Violence, located within the NYS Bureau of Gender-Based Violence Prevention and Programming. She works to advance culturally-responsive services within the gender-based violence response system.

Previously, Heather was the Senior PREA Research Associate with the NYC Board of Correction and specialized in the Board’s Elimination of Sexual Abuse and Sexual Harassment standards. She was also the BOC representative on the NYC TGNCNBI Task Force, a collaborative group consisting of members from DOC, CHS, city government, and community organizations that works to improve the treatment and housing of transgender, gender non-conforming, non-binary, and intersex people in custody.

Dr. Kate Burkhardt is currently a Chief Psychologist serving a special assignment with California Correctional Health Care System (CCHCS) Headquarters; Statewide Mental Health Program. She has worked for the California Department of Corrections and Rehabilitation (CDCR) over the past two decades (interning in 2002, earning a Doctoral degree (Adult Clinical Psychology) in 2004, and obtaining California licensure in 2006). Auditing, monitoring, as well as quality assurance and improvement projects have been continuous functions of her career.

Dr. Burkhardt has most recently been responsible for CDCR/CCHCS Statewide audit functions with implementation of program capacity and patient reviews. She was previously the Chief of Mental Health at California State Prison - Corcoran, where she held responsibility for oversight and fidelity assurance of court-ordered programming. She has also performed court-ordered institutional program reviews, as a Senior Psychologist Specialist with CCHCS-HQ Regional Mental Health.

In addition to her work in the corrections environment, over the course of her career, Dr. Burkhardt has developed a strong background as related to state hospitals, lockups, and juvenile detention facilities.
