Editorial: Objections from Perry lack merit

SAN ANTONIO — Gov. Rick Perry's objections to federal rules to prevent prison rape likely have more to do with the fact that the word “federal” is involved.

The objections appear to be overblown, particularly since the state says it is already substantially in compliance. If it is, it makes little sense to risk losing a portion of the federal funds by refusing to comply.
